How do I enable lower voltage for AVX and limited higher voltage for non-AVX?

Non-AVX stability at higher frequency requires higher voltage.
AVX stability at higher frequency requires lower voltage!

45x and 1.16V Override Vcore
AVX test not stable even at -10 offset.
Non-AVX test stable.

45x and 1.20V Adaptive Vcore
AVX test stable at -6 offset; cores use about 1.10V; temps 87C.
Non-AVX test stable; cores use 1.211-1.26V; one core 105C and throttles; extra voltage/heat unnecessary since stable at 1.16V.

EVGA Dark allows only minimum 1.20V Adaptive Vcore.
Why not less?
Why cores not limited to 1.20V?

Odd:
43x and 1.10V Override Vcore:
AVX test stable at -3 offset.
Non-AVX test stable.

Why are you only thinking about Intel® Advanced Vector Extensions (Intel® AVX)?

Testing Prime95, which uses AVX2 offset from Dark BIOS.

I see, their is AVX and AVX2 so their are other and better Tools to test your CPU if this is what you are doing that is.
I see what you are doing now. Current version of Prime95 supports AVX-512 now. Link Version 29.4 build 5

You can ask all the question you have about the X299 Dark in a Single Thread.
X299 Dark Bench Notes/Info is your other thread so you should use that one.
