Like others have already mentioned, it's the Silicon Lottery. notice your much lower ASIC quality on your new card. You are witnessing first hand how it effects your GPU. Voltage is likely higher along with lower boost clock speeds. One of my 980Ti's has about a 6% lower ASIC then the other, and go figure, it uses more voltage then the other card, and when SLI is enabled, my overclock boost speeds are lower by about 30Mhz. At the end of the day, remember the performance difference is negligible, and the added card for SLI is already going to net you some very nice performance gains. Try and use MSI Afterburner or EVGA Precision to create a custom fan profile, as to keep your cards cooler, allowing them to boost higher as you overlock as well. Keeping your card around 75c with a custom fan profile, with a temp limit of about 84, should allow you to reach a pretty decent overclock.
