Weirdest problem is it my video card or monitor ?

Whenever I restart or shutdown and startup my PC my monitor flashes or flickers rapidly sometimes. It is really weird. The weirdest part is sometimes Windows 10 refuses to load because of this and it goes to my BIOS screen instead.
 
If no one know what it is wrong it is ok.
 
I am getting a replacement monitor today!

    Does it happen on both displayport & hdmi?

    Not sure. Been to busy to try.
     
    Is it ok to instead wait for my replacement monitor today and see if it still does it? Or is it better to try HDMI right now? I know it is up to me but asking your advice/opinion.

    I am kind scared to try it because of maybe not being able to boot back up into Windows 10.
     
    My hunch is it is the Display Port connector on my monitor is lose or bad.
