GTX 980 Ti SC+ buzzing noise

Hello everyone,
I recently got a second hand 980 Ti SC+ off of ebay about a week ago and while it works perfectly every now and again I hear a buzzing sound coming from it. This usually happens when it's under heavy load. At first I thought it was my PSU which was a 600 watt EVGA unit that I got at best buy. I switched it up to another one I had laying around which was a 650 watt Gold Rated unit also made by EVGA but the sound persisted. Is this just the nature of the card or is this a sign of something wrong?

CPU: Ryzen 5 1600 (OC - 3.7GHz)
CPU Cooler: Hyper 212 LED
GPU: GTX 1080 FTW2
Motherboard: X470 Aorus Ultra Gaming
RAM: HyperX Fury 2133MHz 2x4GB (OC - 2666MHz)
Storage: WD Black 1TB HDD (OS Drive), Hitachi 500GB HDD, Crucial MX500 500GB SSD

    if its not that may check as the card heats up and the fans spin up that the wire for the fans do not drop down in to the fans blades .  a few found that to be a cause 
     
    ''AND found that a wire passing by the furthest fan from mounting bracket was dropping into fans tip. reason i had not noticed this before is when you hold it facing up wire is well clear, but when mounted upside down wire drops just enough to be sliced by fan blade tip''

    or may inspect other reasons as well like here with the shroud , ect... ? [for a example]

    Is it more of a brushing type of buzz or more electrical? 
     
    How loud is it? 
    I've had cards in the past actually have an almost electrical buzz which preceded a quick death of the card. 
     
    Hopefully its something as simple as the fan speeding up and the air turbulence moving a wire or something close enough to brush the fan.

    Hmmmm, any chance on getting that card replaced or a refund for it? From personal experience I wouldn't trust it, since the last time I saw that the card died within 6 or so weeks.

    If it is coil whine, I have heard if you run it under a heavy load for 12-24 hours it may help clear it up. Not always, sometimes.
    Could try running folding at home for a day and see if it helps.

    I talked with a customer service representative last night and he told me that I could get a full replacement on the card so I decided to opt for that to mitigate any possible risk of total failure of the card.

    It's a low pitch electrical buzz which becomes more noticeable with either high load or high FPS.
    I've enabled global v-sync in the nvidia control panel and sorta alleviated the problem for now.
    I might give that folding thing a try though, first time I've ever heard of it.
