The original X99 Micro: error code 98. What is it?

My computer has an intermittent reboot problem, when it gets stuck at an early boot stages. Most of the time I can make it reboot successfully by pressing the "Reset" button.
 
I disabled Fast Boot and Quiet Boot in BIOS. And now when it gets stuck, it displays code '98' in the lower right corner of the initial post screen. When it gets stuck like that, it does not even get to the usual "Press <DEL>..." prompt and entering BIOS setup is not possible. According to the post code list for this board, code '98' is "Console input devices connect". So, what exactly is this supposed to mean? What might be the likely reason for this problem?
 
I have updated my BIOS to the latest version, but it did not help.

    Console input devices = keyboard/mouse.

    But what does it tell me? Does code '98' mean that MB cannot detect my keyboard? Does it mean that it can see my keyboard, but thinks it is broken somehow? Or does it mean that it successfully detected the keyboard and froze afterwards?

    I would hazard that it doesn't detect the keyboard. Try unplugging your keyboard and plugging in a different one or try plugging it into a different USB port. Or it could also be a different USB device causing this issue - try unplugging ALL USB devices except for the keyboard and mouse (and if your keyboard can act as a hub, disconnect any devices plugged into it).
     
    It could also be the CMOS battery dying and throwing out incorrect error codes. Unlikely, but it's a cheap fix if it is.
