Overclocking on Z97 with 4790k

Hi gents,
 
So I mistakenly fried one of my 4790k CPU's on my Z97 Classified.  So I got a replacement.  However, after resetting the Mobo to Factory Defaults, I'm not able to lock my CPU at 4.7Ghz or anything as it was before.
 
I'm OC'ing using the BIOS configuration rather than the EVGA OC tool for Windows.
 
I've manually set the Clock Speed, and Voltage, Enabled EIST and Turbo Mode (since if I disable those it won't go beyond 4.0Ghz).
 
But yeah, Frequencies are fluctuating.  And not at where I would expect them to be.
 
Temps are around the 60*C

    Not every chip will do 4.7. This chip may be different than the last and not “comfortable” at 4.7.

    Hey Scarlet, yeah I've thought about that.  So I'm trying it at like 4.5Ghz and what and it's still doing the same thing.  I tend to thing the chip itself might be done for as well.  Seeing as it's almost at times saying it can only goto 3.5Ghz?
