Stuttering with EVGA Precision XOC 6.2.3 Across Multiple Games [ SOLVED ]

Just wondering if anyone else is having this issue with their 1080Ti and Precision X (EVGA SC2 Hybrid 1080Ti to be exact).  With Precision X open, I get rubber band stuttering in Destiny 2, GTA5, Dying Light, and Division.  It's also in the Heaven and Superposition Benchmark.  As soon as I close Precision X, the issue goes away.  It only occurs if Precision X is open.  I even called into EVGA support and Nvidia support and tried everything they told me to try (Display Driver Uninstaller, restoring settings, deleting the EVGA program files, the whole 9...).  I RMA'd my 1080Ti and the new one is here, but it does the same.  So I'm thinking it has to be an issue with EVGA Precision X itself or the Nvidia driver, but I don't see too many others posting about this issue.  Any help is appreciated!  Thanks in advance.

    The stuttering issue was supposed to be addressed in the last NVIDIA graphics driver when 'Power' monitoring was enabled in the Precision OSD Settings..Try disabling 'Power' monitoring and see if it matters.

    I don't see an option to completely disable power monitoring.  Do you know where it is/if there is one?  The only option I saw was disabling the Power stat in Show in Monitor GPU1, which didn't fix the issue. 
     
    I was curious about the Hardware Polling Period, so I set it to its max (60,000ms), and the issue was no longer there.  I'm guessing since the default is 1 second, it's polling the power every second which is causing the rubber band-like frame stuttering.  The temp fix is to set that at 60 seconds, however, if I do so, Prec X only updates every 60 seconds.  So as you said, disabling power monitoring completely seems like it could be the bandaid until Nvidia fixes the issue, but I don't see the option in Prec X.

    Thank you; bob as well.  The first time I disabled the Power option, the problem still occurred.  I simply saved the profile, closed and reopened Prec X, and everything was working fine :)
