this is a really odd problem I never encountered before

with eco mode off: no problems, computer turn on and off as normal

with eco mode on: Turn on computer, fans spin, Gpu lights up and spins, however no signal to monitor and nothing posts at all. I hold the power button and turn off the system. Then I press the power button again to turn on the computer and everything powers on as normal. This happens repeatedly with eco mode on. This means that I have to press the button, then hold it and manually kill it, then press it again to power on my system.

This is the weirdest problem ever and I don't know what to make of it. any suggestions?

Welcome to the forums..I would RMA the power supply, sounds faulty..See the links below for more information and to contact EVGA Customer Service/Tech Support and what they would recommend you to do.

How do I submit an RMA to EVGA?

When RMAing a product, what should I send in and how should I package the defective item?
