Are you asking if you can use your hybrid card in a step up program?or if you can get a hybrid card in stepup? If it's the first one yes if you meet the other criteria. If the second one 99.9% no as they have never been an option in step up

if I get the 1080 hybrid now and a new 1280 hybrid comes out within 90 days can I step up? or do I have to buy an air cooled card to step up? and what is the over under of a new card coming out now?

Hybrid cards don't get put on the step-up list.

As stated above the hybrids are not offered for step-up. The only thing above your 1080 hybrid would be the 1080ti black. [non-hybrid]. It's just like the Kingpin and Classified are not normally offered. There are sometimes a couple different models between US and EU step-up. Scroll down to see what is offered. It does change depending on availability.
