(SOLVED )Windows doesn't boot after installing the Third (3) GPU

Hey Guys, 
New to the forum but have been trying to find an answer for a while now. 
 
I have two EVGA GTX 1070 running SLI with no problem what so ever. I bought a third card and after installing it I was unable to boot in to windows. As soon as it gets passed the selecting boot device it loops back and restarts. I thought It was the drivers so tried to install new version of windows but never got passed selecting the boot device. Also thought It was not enough power to the new GPU so I connected a secondary PSU ( 650W) with still no good results. After removing one of the cards (Doesn't matter witch one) It goes back to working like normal. 
 
I have no idea what is causing it to do that. 
 
So here are the simple specs:
X58 Classified mothered
Intel Xeon 3.0GHz 
16GB of Ram 
3X EVGA GTX 1070 SC GPU's
1000W PSU
SSD for winodws

    Do you have the memory low gap setting inside the bios set to 3G?

    Which X58 Classy MB ?
     
    What PCIe slots are you using ?
     
    Have you Cleared CMOS, after recording all your settings first ?

    Sounds like the board itself is needing more power. Is the 8-pin ATX_12V Power Connector near the cpu socket fully populated? Normally two 4 pin black connectors.

    That is me in the picture, anyone else ever pet a live Lion?

    If running the E762/E770 make sure the supplemental pci-e power is plugged in. You can see them below circled in green...

    What is the make and model of the 1000 watt psu AND the 650 you added?!? How old are they? You really should be using the power boost with triple cards on a x58 mobo too.  https://www.evga.com/products/product.aspx?pn=100-MB-PB01-BR

    Sorry for the late response . 
     
    Both Sajin & bill1024 are correct. That was disabled in my bios. 
    After finding it in my bios and changing it, I was able to run 3 cards with no problem. 

    Now I want to try 4 cards :)

    I believe you should have more than enough PCI-E lanes for four cards. Good luck.
