so in speed fan you can control 3 of the 7 fan headers
 
is there a way to control the REST outside the bios?
 
or will i have to get a usb fan controller?

    You can only control the three SMART headers, so yes you will need a fan controller if you want the level of control you desire. IMO this is one of the weaker points of EVGA's boards. My previous ASUS z97 board had SMART functionality on all headers.

    +1. Been a gripe of mine for a long time, my 270 is the same so i use a corsair commander pro for all but my rad fans off cpu1 ( 3 way pwm splitter with external power ) controlled via speedfan since even the bios smart settings only give you three stepped setting, kinda like low medium and high.
