1080 FTW 3 TI GPU clock high during idle

This question may have already been asked and answered, but I'm going to ask anyway. I'm running an SLI configuration with my 1080 FTW3 TI cards, dual 4K monitors. Even when I have nothing open the main cards idle GPU clock speed is constantly between 1400-1500. Is this normal for this specific card or should the GPU clock speed drop down to where the other card is at when running idle?

    Check if you have nvidia control panel setting, under power management mode set to prefer maximum performance

    Probably prefer maximum performance on Nvidia control panel is forcing that p state

    Even if you have nothing open the primary video card is still being used in 2D mode. So let's say you're using one monitor. That monitor has be driven by the primary card (Windows desktop). The 2nd video card is not in use until you actually use SLI gaming.

    In addition what are your GPU temps at idle?

    Here are the top causes of why a GPU would run at full clocks at idle...

    #1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
    #2 Your machine has a virus. Fix: Scan computer using malwarebytes.
    #3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
    #4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
    #6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
    #7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)

    I've done all of this with the exception of a clean windows boot. About to try that now.

    If the clean boot doesn't fix the issue try unplugging one of your monitors to see if that helps the card idle down or not. Dual 4k monitors may require the card to stay clocked up for everything to work properly.

    Clean boot worked. The card clocked down to 228MHz and holding at 43C. Second card is sitting at 139MHz 34C.

    If your monitors are running at 144hz, change them to 120hz and it should work.
