Something doesn't look right ....

I have 2 GTX970 cards. Only 1 is overclocked. Looking at the images below can anybody explain what the OC card is slower than the other although running hotter.
Note: These cards are not used to run  graphics, the GPUs are running advanced math problems. 1 task is assigned to each card and both tasks take the same amount of crunching.
 
The card on the left is overclocked.\

    The top card always runs hotter in a two card config. Hitting the temp target will force the card to reduce clocks and voltage.

    I can understand why that would be so but wonder why it didn't show up sooner. The OC card was installed about 20 months ago and has consistently solved the math equations much faster than the standard card without a temperature problem. I was told by a computer builder that as units age they become less efficient and and tend to run hotter. 
    Do you have an opinion about that?
    What about liquid cooling? Possible?

    78C is still just fine, and these cards can handle up to 92C if I remember correctly.
     
    Pull the cards out and use a shop/blower vac to blow the dust out. Be sure to hold the fans in place so you don't break them.
     
    If that doesn't help you can always look into replacing the TIM (thermal interface material) as the old stuff might be drying out.
     
    Set a more aggressive fan curve, or higher temp target. 78C is lower than the default that Nvidia has.
     
    Also, you can swap the top card with the bottom card. As Sajin said, the top card always runs hotter.

    Or go water cooled like mine. They never get above 58 maxed out. Each one has it own Corsair H60.

    That is me in the picture, anyone else ever pet a live Lion?

    I might go that route but it would be a major expense as my current case doesn't have room.  So new case+shop charges+cooling system =more than I currently have to spend.
