"Many video game companies in recent years have introduced mechanics which are essentially gambling of which are targeted at children and vulnerable adults," the petition description reads. "While not currently considers [sic] gambling by law they do copy many traits to make them as addictive and can lead to real money being lost/earned.
They do need to address this issue. Loot boxes/crates are a form of gambling. Just because you get "something" from each loot box/crate doesn't mean it's not a form of gambling. Look at all the sites that allow people to sell digital items from select video games. People have given digital items real world value. If casinos gave each person a digital sticker each time they spent $$ to pull a slot machine lever, would that allow them to skirt gambling regulations?

Indeed and more generally, games should be scientifically rated for their addictiveness, and games that use mechanisms deemed as too addictive should be banned.

Make the loot boxes non-purchasable and instead won based on achievement, and make all items (including the gaming account under which the items were unlocked) non-sell-able. That's what I say.

Yeah, I am pretty sure outcome results are not guaranteed - therefore you get something by chance, which is gambling. Sure would cut down on Devs working so hard to put them in games if they had to pay $$ to the government as a gambling institution and definitely cut down on the hackers / scammers trying to get said items just so they can sell them in a marketplace for real money....

I really don't think this will play out well for the gamers. Odds are they are going to charge more but take away the random chance out of it thus not gambling but they still make money off of it. In game they probably would still have a loot box for a random chance at the best items. The other option is games will go up in price. I really don't see developers like EA, Ubisoft or Activision being cool with an income stream going away without finding a way to make up for it.

Steam and a few other companies will get away with it because the drops are free, and you pay 2.49 for a key. You aren’t required to buy the key, and you can sell the case. Valve doesn’t sell the cases directly, they just let the user sell the cases that were dropped, and tax them to make money off of the transaction.
Others will catch on to that trend.

Hopefully that will change. Valve might not sell the cases directly, but they profit from every single item sold on the marketplace. Game publishers need to be fair to gamers, if you want to add loot crates, set a max a person would have to spend to get the item they wanted from the loot case. $1-10 limit, don't allow items to be sold on market places, a person must be on your friends list for 6-8 months before you can trade with them. As it is now game publisher can get away with rigging the loot crates to hit the revenue goals they want.

The least they could do is make the odds known. I can't believe a place like China actually has better consumer safe guards in place than the west when it comes to this stuff.

Nah that's still gambling, Star Trek Online does this a Key costs 1.25 and the boxes drop in game. I've known people to spend well over 100 bucks just to get that one ship from a lock box, I myself have been guilty of doing this. This would be the same as paying the casino a cover charge to play slots, your not paying for the machine your just buying a token that lets you play the slot.
