My daughter wants a drawing tablet and I was looking at a XP-Pen Artist16.  It says just hook it to your video card and you can display your drawings on your computer screen.  As far as I know all of the ports on the 780 GTX TI and nearly all video cards are output.  Are they able to also function as inputs?

As Sajin says, Inputting from a Discrete Video card is not supported. That said, some motherboards will support using an HDMI output as an HDMI input and I would recommend checking the motherboard manual to see if it supports that functionality.
