I'm not sure if this is a PSU problem or not, GPU/CPU/GPUPower spikes to almost 0%.

I had this issue a couple months ago where my GPU usage would spike down to almost 0% causing a massive stutter, everything else seemed to be fine though http://i.imgur.com/nHrhIAr.jpg .  I tried various things like removing OC, reinstalling windows, trying a different video card but nothing seemed to fix it.  Eventually I think the problem went away?  Or I got used to it and never noticed.  But it seems like it's back again but worse.
 
https://i.imgur.com/eULFvHp.png Once in the middle and once near the end before I turn the game off.  GPU, CPU and Power % all fall together.  I'm going to test my memory while I go to sleep, but I'm not sure how i can test other things or what could be the cause.  I don't think it's a loading issue either, my games are installed on a SSD and this happened during a cutscene and during gameplay as I was aiming to shoot someone.

    Could be a graphics driver issue. Try some older drivers. Could be a sign of a failing ssd. Move the game to a different storage device and retest for the issue. It's definitely not a psu issue.

    I've tried removing OC and different drivers, I'll move the game to my HDD and see what happens.

    Moved the game from SSD2 to my HDD, still the same issue.

    Do you notice the issue in other games?
    +1 since it's unlcear if this is just one game or not. It could easily be a buggy game. May be worth trying to specify prefer max performance in Nvidia control panel
