How does step up work for new generation card?

Ok so I was hearing a lot of news regarding Volta lately... Rumor has it that Nvidia is planning to release it on first quarter of 2018. Their is a high chance that they release it on Jan/Feb... Now I have until December 16, 2017 to submit my step-up request. Now, my question is. How long before newer card are made available to step-up program? Do we have to wait a little longer than normal or do they add it right away?

    The Step-Up program is subject to availability of products. Please keep in mind that not all products are made available for the program, nor do we have an estimate on if/when a product would be placed on the Step-up inventory list. You could try to hold out on submitting a Step-Up request in anticipation of a potential future product, but if your 90-day Step-Up eligibility window closes then you would no longer be able to submit a request and we cannot change that expiration date.

    If the cards are released any time again dec 16th, you will be out of the window. If they are projecting 2018, the window would be long past before the announcement. The announcement is not a release. When they announce the release, they will give a date. It is very rare that evga startes step up before the release is complete, which is typically 9am Central time on the date set by Nvidia.

    So the idea behind the step-up-program is that if you buy e.g. 1080ti and within 90 days volta is released, you can swap your 1080ti to a volta via EVGA with less cost than selling your 1080ti and getting a volta separately?
