PC upgrade for my brother

I'm looking for upgrades for my brother's PC.
He says his PC runs too slow when running multiple applications.
He likes to watch Twitch streams and likes to download in the background and video editing (1080p) And have multiple browser windows open in general.
And he likes to play some games as well, but he is not interested in running games at max settings, he rather wants a stable experience and at least 60 fps.
 
Games he likes:
Rocket League (plays fine on his current setup at 60fps)
Dying Light (Runs well, but has fps drops here and there)
PUBG (Playable, but sometimes hits below 30 fps)
 
This is his current hardware:

3x 2048Mb DDR3-1333MHz Kingston HyperX memorykit

Samsung HD103SJ 1000Gb 32Mb SATA2 hdd

Plextor PX-880SA 24x Dual SATA dvd-burner Microsoft Windows 7 Ultimate 64bit
 
He doesn't want to buy a new GPU. And from the looks of it, this GPU should be fine in most cases. He has a 1080p display.
So, I'm trying to improve his PC performance with buying a new ATX motherboard, and with a new CPU. But keeping his GPU.
 
Should he buy a new PSU as well? And would his memory work on the newer motherboards?
We are thinking of getting a Z270 series or a X299. He doesn't want the new Core i9 however. So the board needs to accept the intel core i7's.
Also, which CPU cooler would you recommend?

    I'd like to know your over all budget. If you need to save some cash the AMD RYZEN solution is also a good one.

    Budget in overall is around 800 Euros. And no AMD, he wants Intel.
    This is what i was thinking to get:
     
    - EVGA Z270 FTW K
    - Intel BX80677i77700K ('intel 7700k i7)
    - Noctua NH-D15 (cooler)
     
    Thoughts?
     
    Also, would you need to upgrade the RAM as well?

    Great choices and yes the RAM needs upgrading as well, would need DDR4 RAM.
     
    How old is that power supply, may be good choice to upgrade that as well.

    I would recommend a xeon hexcore CPU and overclock it to 4-4.2ghz
    That xeon will handle that GPU and give you more cores/threads to have multiple apps running at the same time
    These are sever pulls and should be fine. I run a few of these CPUs myself.
    They are 32nm CPUs and run cooler.
    Can buy a better cooler like a AIO, it can be used on a new MB/CPU when the time comes.
     
    A w3680 is multiplier unlocked and can be bought used on ebay for 100$ or so
    The x5660 is unlocked BCLK only, but can still hit 4-4.2 easy. under 30$
    For 25$ it is worth a try. It will work with his mother board, have the BIOS updated.
     
    Use the money saved to upgrade the GPU to a used GTX980 or better.
    I am sure he will be very happy with the results.
    Pick up a used EVGA GTX980 for a couple hundred$
    EVGA warranty extends to the new owner
    Even a used GTX1060 would be an upgrade and use less electric.
