280mm CLC not recognized by computer

I cannot get the computer to recognize the 280mm CLC.  I tried plugging the included USB cable into the cooler and into the USB 2.0 header and it doesnt work.  Then i tried to use the USB cable from my external hard drive and plug it into one of the USB's on the back of the PC.  It still didnt work. I also tested that USB cable from my hard drive with the hard drive and it works fine.  The only other option i can come up with is trying with customer support again and trying to get an RMA on it.

    Welcome to the Forum Argentis
    What is your Motherboard Make and Model Number?
    What CPU did you install? *If you have a RYZEN 7 CPU then this software will not read the Temperatures but will still install and show the Flow.
    What Power Supply do you have Make and Model and Age?
    Is your EVGA CLC 280  New or Used?
    Did you make sure that on the USB 2.0 Header that you line up Pin 1 to Pin 1?
    Did you Run as Administrator when you installed the Software?
    It is best to Install the Software & Drivers for USB Devices without the Device Connected......
    Install the Software and then turn off your PC and Plug in the USB Cable to your CLC and power on your PC.
    When you Install the Software did you Click Yes on the Driver? (From Post https://forums.evga.com/FindPost/2693038)
    Did the Following Driver *CCVI Get installed ok?
     
     
    Do you see this in your Device Manager?

     
    You can install the Software and test your the CLC on any Computer without installing it on the CPU.
    You only need a USB 2.0 Header for the USB Cable.

    In addition to bcavnaugh's post I would also recommend connecting the CLC fan header to the CPU1 or CPU2 header on your motherboard.
     
    Make sure the fan header setting in BIOS is set to MAX or 100%. Do not use a PWM fan curve for the header you connect the CLC to.
     
    If your motherboard has a fan header designated for a "Pump" you should connect the CLC fan header to this specific location.

    its gotta be plugged into the main CPU header. If its plugged into the optional CPU fan, its a huge annoyance with connecting.

    That depends on the Motherboard, on mine CPU 1 and CPU 2 are next to each other One is Straight and One is Right Angled is all.
    Then on another Motherboard CPU 1 is DC and CPU 2 is PWM so you would need to Connect to CPU 1 unless you can change it to DC in the Bios.
    But then not knowing What the Make and Model of the Motherboard is it makes it even harder to answer.
    Also with this "Make sure the fan header setting in BIOS is set to MAX or 100%." and make sure you do not use Smart Fan Settings in the Bios.

    I Ended up doing a RMA,device descriptor failed no matter what way i installed ,or what header.

    Motherboard EVGA Z270
    CPU I-7 7700
    New CLC 280

    USB connections verified working with other device. Tried different USB cables

    Tried plugging the pump into CPU fan1 and CPU fan2. With the clc fans plugged into the pump. And tried the CLC fans plugged into board with the pump on a different fan power pin.

    Everything lights up, the fans run, the pump lights up, just can't get it to recognize the pump thru the USB to run the flow control software
