EVGA 780TI - one fan dead, the other very loud

My EVGA 780TI suddenly got very loud yesterday while gaming.
On closer inspection the fan nearest power connectors is not spinning at all. It makes a twitch every 5 seconds or so like it's trying to get going but failing.
The other fan spins up to what I assume is max speed as soon as Windows is booted.
Precision XOC reports fan speed of 0 rpm and otherwise low temp and usage.
 

 
What to do?
Is there anything I can troubleshoot or fix myself?
Can I get/buy a replacement fan, if that is the issue?

    Sounds like the card has multiple issues. Faulty fan controller/fan. You could replace the cooler with the same one, however, your problem won't be fixed if the card has a faulty fan controller.

    I'm considering removing the stock fans/cover and adding this PCI fan to the slot next to the card.
     
    Could it work? 
    Can you remove the fans without removing the entire heatsink as well?

    I'd recommend going back to the stock cooler before removing the fans/shroud & using that cooler you listed.
