I did fix my problem by simply downloading 6.1.11 (6.1.12 had mixed feedback for FTW3) Just a heads up if any developers are curious.
I was using 6.1.13 for a week with no problem. I just used it for custom fan curves. It sat at 1980Mhz at 65-70 degrees across the board under load. About 60% fan speed when gaming. I don't like how it needs to be loaded and hotkey'd every time you boot up to apply settings; so I put my PC in sleep mode every night. After 4 days of casual gaming I put my PC in sleep, booted it up, and the screen went blank. PC works, audio etc, but display is bricked. I restart, and it bricks again the second XOC is about to load into the sys tray. I uninstall in safe mode. PC works. I wipe the drivers and reinstall everything. Still bricks when I load XOC. Just downloaded 6.1.11 instead and it works... for now. I could wipe my system as it's only 1 week old but I really don't feel like it. I'll write down some stuff below but I don't want to debug anything. This is more of a heads up post. Also when I say "bricks my display" It would set each one of my monitors a solid color. It would sample a color that was already on that particular monitor.
Windows 10 Pro
2 1080p 60Hz Monitors (display port/hdmi)
1 1440p 144Hz Monitor (display port)
1 1080p 60Hz Tv (through the board's interface, it's for monitor switching. TV OR 3 Monitor)
EVGA 1080ti FTW3 (Slave BIOS)
ROG STRIX B250F board
750W PSU (plenty)
