problems with my new ryzen build, is it the PSU ?

hello
i have a new ryzen 5 1600 build and its been having random problems left and right!
at times i boot only to blue screen about 1 min later often saying diver power state error. i get random hitching and stuttering lag or freezes of about 1 or 2 secs that dont stop till i reboot and half the time the reboot hangs . i thought it maybe the video card but it works perfect in a friends system. i am rma'ing the mother board as it was a "like new" from amazon . ram tested fine, all thats left id the psu. its an EVGA 850 BQ bronze from bestbuy but they wont let me return/exchange it as i ordered it just over a month ago (dispite it getting here just under a month ago). i thought id ask here before asking for an RMA as id hate to give up my new PSU for a referb if it can be helped. thx

    Doesn't sound like a PSU issue to me. If you have completely reset the motherboard BIOs and are having the same issues I would tend to think it is the motherboard. However try reseating all cables to include the ATX and CPU power cables. Pull out your capture card and disconnect all SSD and HDs except for the windows drive and retest.

    Ive done all that. Removed everything and took the mother board from the case and carefully rebuilt. Didn't help. Even removed auto runs and using clean boot. Didn't help. I'll be sending the board back tomorrow.

    I don't have the tools or experience for testing psu really. Thx for replying

    Mostly this MSI tomahawk arctic b350 motherboard (Used) + 16gigs cosiar vengence 3200 unsupported memory.
    Set the Memory to Auto or 2133MHz

    Latest bios update added support for this kit but yes I also tried it at 2133 and 2666 . No luck. I have sent the board back to Amazon and will update you guys when I get a replacement.

    sorry its been so long.
    got a replacement board and things seem "better" so far but not perfect. still got like 3 micro stutters on day 1 but none sence. today, day 3, i booted into a blue screen with the good old driver_power_state error. everything running at stock.

    You can see my specs in my signature and I've not had an issue yet. Are you running everything at stock?

    IDK what memory you have but you should take a look at this ( I see the Corsair you listed above) .pdf from AMD about the best memory to use:

    The best thing I can tell you is that memory is still very finicky with Ryzen even with the latest bios AGESA 1.0.0.6 
     
    I have memory that's not on that list and sometimes I can get it to run at rated speeds and the next time I fire up the PC it's a no go and won't get past the bios post.

    Set the memory to 2933mhz and 1.35V for the DRAM voltage.
