Z97 classified won't turn on

Hi,
I got big problem with my Z97 classified mobo.

Serial Number: 

Part Number: 152-HR-E979-KRPart Desc: EVGA Z97 Classified

After comeback from beach trip last week, i could not turn on my computer.
Whenever I switch on power switch on my PSU, the Power button (on top right corner of mobo) immediately turn GREEN. but when i press that button, nothing happened, even when i try to turn on by power header on the bottom of mobo.
I tried to re seat CPU, RAM, power cable, everything,.......
I also tried with 2 different PSU, 2 CPU and 3 Ram also but it's still same problem.

Btw, i'm living in Vietnam so I can not come to any EVGA Service center. Can you give me any suggestion ? I'm a big fan of EVGA but it's really difficult to find any support in my country.

EVGA z97 Classified
Intel i5 4670k
Evga 980 Kingpin
Corsair Vengeance Pro 4GB x2 1600Mhz
Evga SuperNova 1200P2
Evga DG87
 
Update:
I recorded a video and also notice that there is a very hot component near 24pin socket, maybe that cause the problem.

    Removed your serial number. Sounds like the board has a problem. Have you tried booting the mb outside of your case?

    I agree with Sajin, try a barebones setup outside of the case on a wooden or cardboard surface. This would eliminate any potential grounding issues.

    i also thought about that but even when i take mobo out of the case, still same problem.
    even when i pull out cpu, ram, power button still solid Green when i turn PSU on.
    I noticed that there was a very hot small component near 24pin socket, maybe something shorten the circut.
    I'll upload a photo later.

    Was your psu plugged in? I mean, did it have power as you were on the beach? It sounds like broken after a windstorm.
     
    Edit: And you tried both pins (to start) of the mb manually? - Do that only with a srewdriver!

    What was attached/ installed to the MB when you tested ?
     
    Have your tried the other BIOS ?
     
    Clear CMOS ?
     
    If the PC was left plugged into the power outlet, then there was power to your MB even with the PC "Off".  A power surge could have damaged the MB.

    i tried with 3 bios, already tried to clear CMOS also but nothing help.
    I tried with a G3258 CPU and 4gb stick of ram (gskill).

    Just to be clear: when testing out of case, bare minimum
     
     
    CPU & cooler
     
    1 stick RAM
     
    Video card (GPU) in slot closest to CPU
     
    No drives of any kind - No HD or DVD (if it boots shutdown and install boot drive only)
     
    No USB devices
     
    No connections to case
     
    No mouse or keyboard (if it starts to boot and stops, shut down and install them)
     
    Press start button on MB ---> what happens ?
     
     
    Debug LED / CPU Temp Monitor ---> what does it show ?
     
    Try the Other ---> 8 pin EPS Connector at top of MB (item 27 page 8 of manual)
     
    Is Supplemental PCI-E 6pin Power connected ? (item 28)

    Just to be clear: when testing out of case, bare minimum

    however, I decided to send this MB to one of my friend who lives in US so he can do RMA process for me, maybe "Guest RMA".

    Put your MB serial number into the Guest RMA and see days of warranty
     
    Guest RMA warranty starts the day EVGA originally shipped the product from warehouse, not the day you purchased it

    Anytime you find a problem where pc won't work when it was working perfectly before, open case and check for a burn order. If there is than something burned out. Look for dark miss color electrical on mainboard first. If nothing remove mainboard from case and inspect backside of mainboard. If you find nothing than test it out of case.
    Wasting your time reseating things and moving parts around.
