As the subject says, I am having issues with a brand new 1080 ti. If someone could help me out that would be fantastic.
Today - with no changes to my system - the 1080ti began having problems running everything. The benchmark in Shadow of Mordor went from a very smooth 60+ fps to barely getting to 12 to 15 fps. This strangeness is demonstrated across the board with every game or benchmark I run.
 
I did a complete/clean driver re-install and tried debug mode with no positive outcome. I have made no adjustments to the card's clock or anything of that sort. For some reason today this 1080ti has gone from smooth Ultra-settings to poor performance with across the board.
 
One thing I've noticed is that the GPU Load is at 100% in the OC Scanner GPU monitor. Is there any sort of diagnostic or system check I might do to determine the cause of this?
 
I have attached as much info about the card and the system as I can think of; all of this data was collected from the desktop with minimal programs running. Of course I could return the card but I'd like to make sure there's nothing I can do. Any assistance offered would be greatly appreciated.

Sounds like your cpu may be throttling. Check the temps of your cpu.

Thank you for the reply, I appreciate the help. The CPU temps and fans are all within the normal range across all four cores.

Even without you doing anything?
 
You either have a program such as Folding@home or the like running in the background that you forgot about, or perhaps someone installed malware on your computer and is using it to mine for cryptocurrency.

If you can get your hands on the beta for the "fall creators update" for Windows 10 then a new feature for the Task Manager is to show the gpu usage for each task, similar to the cpu usage. Just not sure where you can find it or if theres another program you can use.

If the gpu load is at 100% while idling on the desktop with all apps closed I'd suggest scanning the system with malwarebytes.
 
If malwarebytes finds nothing you could do the following to pinpoint which process on your computer is causing the high load...
 
- Download process explorer and run it.
- Select view (top left), select columns, select process gpu, check mark gpu usage (this will create a column on the main screen called "GPU", you will be able to monitor what process is using your GPU the most when idle.)
- Tell me the process name that is causing your high GPU usage at idle.

First thank you all for the help. This actually became interesting today.
 
I have run every imaginable antivirus and malware detector. This effort included Malwarebytes (my sub), Spybot S&D, Super Antispyware, AVG, Avast, Avira, TDSSKiller, and Windows Defender, each at their most painstaking settings. There was no detected infection by any of these programs.
 
Upon the advice of Sajin I did install Process Explorer. I found a process identified as "WHISrv.exe" that was consuming vast amounts of GPU power. When I killed that process the GPU load immediately dropped to nothing. I cannot find anything about this anywhere. I searched Google, Bing, and Yahoo and none of them produced results. This WHISrv.exe does seem to be the root of the problem and I can't find any details about it anywhere. It seems to have the NVidia logo in Process Explorer, but I'm not sure that's of any use.

Any thoughts or ideas regarding a fix would be most welcome. Thank you.

Open task manger, select the details tab, highlight and right click on WHISrv.exe, select open file location. Note where it's installed. Reboot pc into safe mode & navigate to where the file resides and delete it. Reboot pc into normal windows mode.

Well, it appears the problem is solved. This "WHISrv.exe" thing is just bizarre. Considering the fact that I ran every major antivirus/antimalware I could find and none of them detected this obvious problem. The program that made this fix possible was free - suggested by Sajin - and was Process Explorer. There is no substitute for experience and simple human assistance.

So everything is now running smoothly and I have a lot of new knowledge to take with me going forward. Thank you to all who responded. Valtrius Malleus - due to a lot of shenanigans with by current Windows  10 installation I actually (for reasons I do not understand) cannot install the Creator's Update. One of the positive outcomes from this experience is that I am going to finally do a clean reinstallation of Windows 10, which should correct many of the Upgrade issues I'm having.
 
Especially thank you to  who correctly spotted the problem, and  who prescribed the cure. This was exceptionally good help and I appreciate it very much.
