XOC 6.1.8 Clock offset.

I have a gtx 1080 TI FE.  Within precision XOC i have set the gpu clock offset at -200mhz (min it can go). But, within games the clock reads 1657mhz (goes up to 1860 at default).  Shouldn't the clock be at stock speed of 1480 at -200mhz?

    1860 - 200 is approximately 1660 (minor fluctuations is scaling). The gpu is still boosting because of gpu boost 3.0. You can't stop that, just pull it back a little.

    Msi afterburner allows me to do -400.
