What is normal cpu temp fluctuation?

 I have a 6820hk in my 17 r3. I was playing around with some of the overclock settings, and was wondering what normal cpu fluctuations are?  Unless completely idle the cpu seems to bounce around a little and not warm up then cool down smoothly. I guess you would say small spikes in temp? Kinda like a 4 to 8 degree jump here and there while doing non demanding task. Perhaps a few degrees wider when gaming. Is this normal temp flux. or do you think it's perhaps bad paste or paste job. I know these laptops are reported to have bad paste/paste jobs anyways, just didn't know if that would contribute to bouncy cpu temps. (side note: I do not want to, or plan on diving into re-pasting this laptop, This 17 R3 is not at all like my old M17x R3.)
 
Ex. while writing this post the cpu temp is going from 29 to 34, to 29, to 40, to 32, to 28, to 34, to 50 across a 30 second span. I do have it overclocked a little and fans are running but lowest speed and silent. So maybe since it's not actively asking for cooling and the fans are not spinning up it's getting more flux? under low fan speed situations? In game it would flux from 53 to 65 and every now and then see a quick spike up to 72 or something like that.

    Those temperatures appear to be normal. You will see fluctuations even when in idle because there are background tasks and the usage should also show some fluctuations.
     
    Especially with a laptop, the CPU will adjust to maintain low power usage. You can look more into Intel Speed Step and Intel C States (or idle states) which help to cut down significantly on power consumption.

    Is normal..Intel SpeedStep and C-States are enabled by default in the BIOS, so return them to the defaults if you changed them.
     
    But what will most likely 'fix' it is going to Windows Control Panel -> Power Options, and set the Power Plan to Power saver instead of the Windows default setting of Balanced (recommended)..Otherwise, my CPU frequency and temperature flips around all over the place..Using the Power saver plan, it's fine, low and steady at idle and bangs right up to 5GHz when off-idle/gaming..I'm using a desktop PC and the Power saver plan may be already enabled on a laptop, don't know, just sayin'.

    Yes it typically starts at the power saver plan on a laptop. Me just not knowing any better i guess always go and change it to max performance. I will have to give it a try and run on a powersaver plan and just tweek the options i don't like. (reduced screen brightness, screen timeout, hibernation time, etc.
