So i have a 1080ti all my games have no issues running 4k 60 fps
gta v has a weird glitch where it runs at 30 fps until i go into the settings and turn on 30 fps and back to 60
 
this never happen before,anyway to fix it so i don't have to constantly go into the menus and do this non sense,

    Im sorry I dont understand, you have the frame limit capped to 30 in game through the GTA V settings?

    no not capped everytime i restart the game is capped at 30

    I did a google search and it looks like there are many other users with a similar issue on GTA V regardless of the card model.
     
    Not sure what the resolution is beyond changing the setting in game.

    I also looked into it and the best option seems to be going into the settings and turning off V-Sync and then turning it back on while the game is running.

    Not sure if it can apply to GTA but I had a similar problem with Rising Storm. Some settings were restored when I restarted the game.
    I had to manually edit the .ini config file and then set the file in read-only mode.
