GTX 970 FTW+ Issues!

Hi,
  Recently I've been having some pretty odd problems with graphics. Often, I will get stutter w/ horizontal motion and large camera movements (like point of view from above a city and the camera moving down to ground). It happens in gaming, though mostly during cut-scenes, and also in videos, like streaming you tube for example. My card is not overclocked. At idle, it will sit @ 1215Mhz and 1.043V, though sometimes it will be @ 1.037V. Is that normal? Under load, it shoots up to 1392Mhz and 1.218V, though when reaching 100% load it will sometimes drop to 1380Mhz and 1.193V. The whole stutter/jitter thing happens whether it's under heavy load or not, regardless of voltage/clock speed. I've tried everything, used DDU to uninstall drivers, reinstalled drivers, ran memory tests, checked SSDs via SMART stats and benchmarks, even recently did a wipe of hard drive and fresh install of windows 10. I was thinking it may be a PSU issue, seeing as I have a Corsair CX750M (which I know is mediocre at best), but in checking w/ Corsair they say my PSU is fine. I monitor Voltages, and they are always @ 12.000V-12.192V no matter the situation (though I don't have a multi-meter or anything, and software I know is not always accurate, but Voltages seem to be pretty stable, like I said before ALWAYS in that range). Also nothing else seems to have an issue, like my i5-6600K OC'ed to 4.5Ghz, which runs fine w/ prime95, Firestrike, AIDA64, etc., and voltages stay within the range during those tests as well. When doing a fresh install of windows I was in the BIOS, and the screen froze and I saw scattered green dots on the screen. After a restart all was normal, though, but that last event made me start to think this is a GPU problem. Just wanted to see what others think? Could there be problems w/ the GPU's VRMs or something? Or does it sound more like a PSU problem? I don't know, I'm a gaming ADDICT lol and RMA'ing the card would suck, but I don't know what to do at this point LOL. I have no other card or PC w/ which to test anything with, and I'm broke as hell, so I'm kind of stuck atm. Oh, and almost forgot, temps on the GPU are fine, they top out @ 70C, and I recently took it apart and replaced the thermal paste and did a thorough cleaning to see if that would help (to no avail of course). Any help would be appreciated. Thanks in advance!

    That definitely sounds like a gpu problem. My suggestions would be to...
     
    #1 Reset all hardware back to default clocks. Retest system for stutter issue.
    #2 Try testing the video card in another system to see if you can replicate the stutter issue.

    Remove the Graphics Card and Re-seat it in the PCIe Slot.

    Thanks for the responses guys, I've reseated the card several times and still same problem. I don't have another pc or card unfortunately, so I guess I'll try RMA'ing it. Appreciate your help!
