Yes that is correct, a liquid cooled PSU. Once you enable the watercooling the power rating goes up to 1400 watts. Up to 600 watts and the fan doesn't run until after that amount has been succeeded. Still my opinions on a water cooled PSU are mixed.

    if the water is neutral..there is no conductivity - keep your water clean
     
    besides the danger in an already watercooled Case is there already - water from rad or block or hose above leaks on to PSU at the bottom of the case

    Almost everything has power in the pc, and most of it has watercooling options currently.. this is no different.

    if you want quiet fans yes - delivering 1400watts or more - need lots of cooling and - both from the GPU/CPU and the PSU side
     
    otherwise its a howling noise demon....lol
     
     
    lots of water and radiators helps
     
    it also helps keep parts running longer if you can keep the temps down to reduce thermal load on the semiconductor- extend life and reduce failure
