EVGA GTX 970 Dying?

Hi, My EVGA GTX 970 FTW (04G-P4-2978-KR) is dying after 1year and 7months of usage i guess..installed nvidia drivers, it shows Artifacts and eventually hang, Windows shows video tdr failure nvlddmkm.sys after restarting, tried to open evga precision but cant detect my gtx 970. The system using the basic driver from microsoft it has no problem(no crash or artifacts) but cant play games because of no nvidia driver installed.. tried basic troubleshooting and downgrading into lower version of nvidia driver still problem exists. is it time to rma the product? Im from Philippines and the item should be ship in taiwan which costly around 60$. Is it acceptable to rma it has dust and rust build up.

    Sent RMA request and got approved :). Gonna send the card next week in taiwan. :)
