Computer stuck on system reboot

Hi, I'm not sure how to fix this but I was using the evga precision system, and I had accidentally put the GPU memory clock offset to its max (by accident) and then my computer froze and crashed. Now whenever I try to turn in my PC it says windows couldn't start up correctly it says error: Bad_system_config_info. It will sometimes say when I try to repair it /system32/log files\srt\srttrail.txt (couldn't remember the rest of the file name before the system32 part). I am currently typing in the boot command prompt chkdsk /r d: and waiting for it to finish. Could someone help me possibly? I just wanna get back to gaming as fast as possible. I have a gtx 1050 ti 4gb superclocked graphics card.

    What OS ?
     
    Did you try to boot into safe mode ?
     
    If Precision is set to always start with Windows; just remove it while in Safe Mode. 
     
    After that start Windows normally and reinstall Precision.
     
    Do Not set precision to automatically start with Windows - Until, you have the OC setting worked-out and always double check your settings before clicking to apply them

    If you can't access safe mode do the following...
     
  • On a working PC, go to the Microsoft software download website.
  • Download the media creation tool and then run it.
  • Select Create installation media for another PC.
  • Choose a language, edition, and architecture (64-bit or 32-bit).
  • Follow the steps to create installation media, and then select Finish.
  • Connect the installation media you created to your nonfunctional PC, and then turn it on.
  • On the initial setup screen, enter your language and other preferences, and then select Next. If you're not seeing the setup screen, your PC might not be set up to boot from a drive. Check your PC manufacturer's website for info on how to change your PC's boot order, and then try again.
  • Select Repair your computer. On the Choose an option screen, select Troubleshoot > Advanced options > System Restore.

    This will remove recently installed apps, drivers, and updates that might be causing your PC problems. Restoring from a restore point won’t affect your personal files.

    if you cant get into safe mode by mashing the f8 key then thats about the only option.

    While reboot, the system is restart and reload the operating system. After installing new software the system hardware requires reboot because applications are not responding sometime for some reasons.

    Lets Get this fixed!!!!!  The screen will "recover". However.....there are times I needed to reset or force shutdown. Get into the safe and remove the drivers. Let's get this fixed!!!
