X87 classified PCI slot 1 runnung 8x in sli?

I put 2 980ti's in my rig and started seeing some graphics issues,  so i checked in my bios and it said that the system was running one of the cards at 8x.  i would like to know if this is normal because all accounts i have seen is that it was running 16.  a little help would be appreciated.  i had to move the cards to sot 2 and 4 to get them to run both at 16x and it makes my computer run a lot hotter because the cards are so close.

    How are the PCIe slots setup in the bios settings? 
    As far as I can tell, it should divide up the PCIe lanes to whatever cards are populated in the slots unless something in the bios is limiting them.
