It is Grayed out for the GTX 1080Ti FE Cards.
You can still Slid the Slider in Sajin Image to 100%.

What is it supposed to do though? I'm on a 1070 ftw2 and it doesnt alter the voltage directly, does it raise the limit on temporary voltage spikes or something?

From my experience with pascal cards it seems the voltage slider doesn't do anything as gpu boost 3.0 constantly adjusts the voltage depending on what the card thinks it needs at the current time.

So on 1080Ti with XOC, how did we do to control voltage if it's grayed in settings ?

Click halfway up the bar to make it become yellow.
