Well I think the timing is right as they have released their GTX 1080Ti and I see no reason for them to have release a Hybrid for a Non EVGA Graphics Card unless it was also for one of their own Graphics Cards.
The Release of the EVGA GTX 1080Ti is why you had to wait, simple.
You are lucky that NVIDIA made the 1080Ti based on the Titan Pascal or you would be out of luck.
I find this petition (Petion *As the OP Spells it) stupid to begin with (IMHO)

They EVGA told us back in july 2016 they were going to make a hybrid kit for the TITAN x pascal. At that time no 1080 ti was announced. Lucky to have the 1080 ti bases on titan x. Funny as this is the same card except some minor change. And evga kept us waiting with fake updates since the begining. You can judge as much as you want when you dont read the story from the begining...... ;)

You can't just come in here with false allegations, which is exactly what your doing. Also, None of those Updates are are fake as he and other Nvidia partners that makes Gpu's always tell people that a "said product" is coming soon is Not fake, but a reality. Also marketing comes in to play with every announcement.
 
Another thing, you have a right to you opinion, but Slanderous charges are against ToS.

Go ahead call EVGA what you want, maybe next time you will have more patient.
The delays could have been cased by NVIDIA you know.
That is maybe NVIDIA is who you need to complain to for taking this long to release the GTX 1080Ti or that they would not allow another Company to custom and release a GTX Titan Pascal as they have with the First Titan.
No one forced you to but a product from NVIDIA and expect EVGA to Provide after market Cooling.
 
It is out now so no need to continue down this path. 

Sorry but you're outta line Bcavnaugh - nobody 'expected' EVGA to make a Hybrid AIO cooler for the Titan XP, and had you read the thread you'd realize that this is not why Titan XP owners are so frustrated. A few asked EVGA if there were plans to do it and EVGA said very clearly yes, and provided time line guidance accordingly. It is that repeated shifting of the guidelines for 8+ months now that has frustrated people. Had EVGA said yes we will release one, but not until late March 2017, then that would have been fine, but that is not how it went down. I suggest you go back and read the thread before indirectly calling people entitled, and it certainly contributes nothing to antagonize people that way. Cheers.

No worries, don't stop posting, just somewhat of a sore point with me lol (see some of my posts on this thread with the big "FAIL" image on it). I understand how it could look, but things aren't always how they appear to be at first glance.

I've been counting on you EKWB.  :(

So EK is delayed to 2nd half 2nd quarter.  EVGA is chronically stuck at "next week" every week, and will sell out of the 20 they get in stock in 2 seconds.  Depressing.

 
So EK following in EVGA footsteps now lol? Somebody up there really has it in for Titan XP owners.
 
Someone said in (yet another) Hybrid thread that the EVGA model was already available in the EVGA EU store, but looking now it says auto-notify. I guess if it was in stock, it was gone within minutes.
 
Also still on auto-notify in the EVGA US store of course.
 
I just received the last of the components today for a new Z270 build.. now just waiting on the GPU cooler.

Yes, that is correct, it was pushed back a little bit due to all the new products that are being released and the new ETA for it is early Q3.

I asked if it would be weeks or months for EK.

Damn.. so July 2017, or later. Basically an entire YEAR since the Titan XP started coming out. This was the first and last time I will ever buy a Titan GPU.
 
..and knowing how EVGA works even when they finally do start releasing a product, it will likely also be out of stock until July, and soon after become 'end of line' as newer GPUs come out, and no more will be produced.
 
I'm seriously thinking of selling my Titan XP and buying a ready-made 1080Ti Hybrid as soon as they arrive, because I am starting to think a ready-made Ti Hybrid will come out before the kit ever does.
