gtx 970 ssc acx 2.0+ fans continue to spinning under the 60 degrees ?

i got this card yesterday and input my system after i see this card fans spinning under the 60 degress it`s did not stop , i was try with slave mode and master mode and i try precisionx software too but fans continue to working still , any idea or solution for this problem ?

    i see my bios date is old i think how to flashing bios this card ?
     
    my card bios is 84.04.36.01.70 i got new version ; 84.04.36.00.72 if its true i will flash it ?

    Shutdown pc, switch to master vbios, unplug psu from wall, hold case power on button for 30 seconds, reconnect psu to wall socket, power on computer, should be good to go now.
