Precision XOC 6.1.2 Gtx 1080ti FE GPU Clock Cap?

Hello,
 
I tried searching it on Google and on this forum, but it doesn't look like I can find my answer unless I ask you guys here.
 
Is there a cap value for GPU Clock to show on program? Because it seems like I can't go past 1999MHz no matter what. However, I do know that it is possible to go past 1999MHz since I have seen my card going above it but does not stay there all the time when I am playing a game.
 
Currently OCing 120% +152/+500 and it hits 2015/6003 and the temp goes from 51 to 61 and stays at 61. Which means that it is not thermal throttling, if I understand what it is. Then, when I move around in town and there are many people, it down clocks to 1500~ then moves back up to exact 1999MHz then stays there. If I try OCing again, then it gets stuck at 1999MHz. At first, I thought it just means that the program cannot show above 2000MHz, but after seeing values over 2000, it made me wonder.
 
I also tried changing offset values and no matter how much I put, it stays at 1999, but if I decrease the offset, then it goes below 1999MHz.
 
To sum it up, why is my card staying at 1999MHz when I can't find any problem?
 
My Specs are
 
i7-4790k @4.6GHz 41c
Gtx 1080ti
16Gb RAM.
 
Could anyone enlighten me?

    What game are you referring to?

    I would suggest trying MSI Afterburner, after completely removing precision, and see if it still happens.

    Im referring to Black Desert Online.
     
    I tried MSI Afterburner, but it is doing worse than Precision as it was running 1594MHz/6003MHz. Could not even go above 1600~.

    It may be that the town is causing the game to rely on the cpu instead of the gpu, so gpu utilization drops and lowers the gpu speed

    So down clocking is unrelated to precision/afterburner I suppose.

    Turn off afternurnwr and precision, open gpu-z and set it on the sensors tab, (if you have a second screen, this will be really easy to do) monitor the gpu speeds in game without the influence of overclocking. It could just be the game causing it.

    I also tried your suggestion, and there was no fluctuations on gpu clock, but once. So it seem that overclocking makes it more unstable? or what could it signify?
