Everything will be just fine, Restart the PC and the driver is not installed to the card.
Basically have to reinstall the drivers every time I restart.

I've searched the forum, google, and found nothing

Is your Motherboard Graphics Card Disabled in the Bios?
    Intel® G31 + ICH7 is a very old Chipset as is your Motherboard. Pentium® 4, Celeron® processors, Socket T (LGA775)
Last Bios 861F1P08 7/8/2011 6 Years Ago and the Motherboard is over 9 Years old. Last Supported OS was Windows 7.
I might be time to say good-by to this computer. Last Drivers released for this Motherboard was November 2011. MB Link

Do this to see if it helps stop the problem from occurring...

#1 Set device installation settings set to "No".
#2 Set windows update to disabled inside services.msc.
#3 Set windows update tasks to disabled inside taskschd.msc.

I'll double check the bios and make sure the on-board is disabled.

I know it's an older motherboard, but the card should be supported
PCI Express, PCI Express 2.0 or PCI Express 3.0 compliant motherboard with one graphics slot.

And there are no other issues, windows 10 64-bit runs great.
It also ran fine with a GT710 1GB.

    I'll give these a try.
Actually I will use a spare hard drive and just do a clean windows install to rule out any issues with the current Win10 install.

CMOS battery is good, all BIOS settings remain even after power removal. Time and date all good.

Recieved an erreor code 43, restarted and all is good. (weird)
restarted a couple more times with ERROR code 43 again.
Cannot disable onboard video, however it's set to AUTO. and is not present in Device Manager. (so it's disabled)
    PCI Express compliant mode (1.0a)
Maximum Payload is (128) no other option available

I re-seated the card for good measure, but I doubt that's an issue.

Will do a clean windows install and report back

So clean install windows 10, wait a bit and let Windows install preliminary driver 376.53 and everything is fine.
several times I restart, shut down, etc. no issues.

Install the latest driver 378.78, and the issue has returned immediately.

I do some deep google searching, and find several issues exist with drivers newer then 375.
So I will try 375 drivers to see if the problem exists there. as it does not exist with 376.53 which is not in Nvidia's list of drivers for the 1050TI
closest one is 376.33 which I will also try.

Well no issues with previous drivers 376.53 with the previuos installed Win10, or the freshly installed Windows10
the issue will occur with 378 drivers.

So it must be something they changed that causes the conflict or the initialization of the driver or card.
    causing a (code 43)

I have another PC here with the same card installed.
EVGA X58 E758 motherboard with i7-920, No issues at all with current drivers.

Interesting. Sounds like you need to file a bug report with nvidia. You can file a report with nvidia here.

Thanks for the link Sajin, I will file a report.  I tried the link on the driver page, but it says invalid IP.
I also downloaded the Windows Update Show/Hide tool for future issues.
Thanks for the help. Nice tutorial you have for solving issues.
starting with a fresh windows install on a second hard drive will shorten the trouble shooting process.
Even though a lot of those guys don't agree.

    Appreciate the help everyone.
I will update here if I find out anything further.

Just wanted to update 2 days later:
The issue has still NOT returned using 376.53 Driver. (Windows Automatic)
