CrystalDiskMark is the one im thinking about! Thank you.

I dont think its because of background programs. I can reboot the PC and once it loads into desktop, ill reboot again and it'll be the same thing. 
Right when I load onto the desktop, Im at around 9% or less ram usage.

Maybe it is the motherboard then if the ssd speeds checks out good.

Might be then... I'm really hoping and really praying its the motherboard and only the motherboard haha.

But here's my CrystalDiskMark scores on a 65% full Samsung 850 EVO SSD. CrystalDiskInfo shows a 100% SMART data health.
Seems to be fine... 
I'm gonna run a clean boot and restart with a clean boot, see if it is a background program or anything.

Did a clean boot, restarted, then restarted again and used a timer. 21 seconds in the "Restarting screen" 36 seconds overall from pressing restart to getting to the lockscreen.

Didn't improve at all. :(

That is the only things I have connected. I've been running with just one OS drive, mouse, keyboard and one single monitor.
Unplugged my external drive.

Although... I honestly don't remember it always being this slow... I think I remembered it being slow periodically but not always this slow.

Yes! I apologize for the late response.

I went and installed BF4 onto a different SSD. Tested my 1440P 144hz Gsync monitor and my regular 1080P 60hz monitor.
There may have been a slight improvement, but Im going to need to install BF1 just to make sure.

1) 1440P 144hz Vsync ON Gsync OFF = smooth gameplay, it was rather smooth, I didn't really notice any stuttering. Although I noticed some really faint strange lines horizontally that would appear every once and a while when Im running around. It looks like screen tear blurr lines, but it wasnt screen tear.
2) 1440P 144hz Vsync OFF Gsync OFF = Noticeable screen tear, even if FPS was capped at 144 or 143. Gameplay was not smooth, I believe there was a combination of stutter and screen tear.

Now, 1080P is a bit more difficult to diagnose honestly because Im a bit used to 144hz, 
3) 1080P 60hz Vsync ON, Smooth to an extent, but it may have exhibited a little bit of stuttering, honestly its really hard to tell going from 144hz to 60hz.
4) 1080P 60hz Vsync OFF, extreme amounts of screen tear, screen was tearing horizontally essentially everywhere, It was honestly quite difficult to tell if it was stuttering or if it was just the screen tearing literally every 0.75". But I believe there was a combination of screen tear and stuttering.

Next ill be installing BF1 on my SSD and ill let you know how it plays out, I did most of my testing on BF1 since it couldn't push a complete 144FPS. Ive also been playing the game more, so ill be able to notice the difference more easily.

Hey, Sajin Ive got a question.
Do you know what governs frame times? I know that frame times are arguably more important than FPS. I've noticed that my frame times aren't 100% constant all of the time. The variation isn't HUGE (apart from minecraft), but I know +/- 1-2ms is enough to create noticeable stutter.
For example, Battlefield 4, if I get my 1080P 60hz monitor, and I turn on Vsync, I should be getting 16.66ms exactly if I maintain 60 FPS right? But I get more like 16-18ish ms, it hovers around, going up and down a bit. 
With higher FPS its a bit less so, but I notice at 144 FPS ill still get a little variation of +/- 1-2ms.

I believe my frame times could what's causing some issues for me. For example, on my 60hz monitor, I shouldn't be getting tearing at 60FPS and 120 FPS right? If I cap the FPS at 120, ill still be getting lots of tearing and stuttering. Even if I cap it at 60, I believe ill be getting tearing and stuttering. 

Its rather strange, increasing resolution scaling on any of my games will also induce stuttering. Even if its a 5% increase, it'll seem like its cutting the FPS in half (even if it only decreases FPS by maybe 10). I don't have a solution for my 144hz monitor, but on my 1080P 60hz monitor, I could run Vsync and crank the resolution scale up 55% and it would be the same. I know that's not normal, since resolution scaling is just supersampling, I shouldn't be getting stuttering unless it drops my frames a considerable amount to say.... 35.

Yep, it didn't make a difference. Using Vsync in game or Vsync in global settings presented the same results.

Made an observation, stuttering is definitely worse on multiplayer. Its really subtle - non existent in single player. 
100 FPS in singleplayer is pretty smooth, in multiplayer its pretty stuttery.

Im changing to a different ISP soon so that'll clear up if its internet
