Dead cpu or mobo?

Mobo: FTW-K
Cpu: 6850k

With everything stripped and just the cpu on I get infinite looped restarts. It powers up, quickly goes thru some code then it shuts right off after 2 seconds. First and last codes are C, I can see what other codes shown up cuz it goes thru them quite fast and it's between the 10 and 19 digits(all cpu related). When I unplug my cpu power everything stays on with the C on the debug obviously telling no cpu detected. Is it the board? Which I just got back from RMA. Or could it be the CPU that is dead? Everything is in good condition, no visible damage on both cpu and mobo...
Anyone have any idea?

    Try loosening the screws, each one, a turn on your cpu cooler if its that type, if its the intel type push pins then you may need to take the cpu cooler off and check the socket pins thoroughly to make sure none are bent. When you do that though see if the cpu is warm at all, which would tell you if its at least a working chip or not. If its cold then its dead. Usually when a mobo cycles like that it means it doesn't like the settings and its resetting itself to install default bios settings. If it cant sense the defaults correctly it can get stuck in a loop like this, which means you need to go in and manually set core voltages for cpu and ram and set the ram timings and clock rate of 2, save and reboot. The only difference with this setup is that its showing a C on the error display which usually points to the cpu, in case you were going to try getting in the bios first and do the settings manually before you take it apart. :)

    The cycles are 2 sec max, from powering on to shutting off. It reboots in its initialization step. Can't even reach bits settings. As I said everything lookseems visually OK. Nothing bent, nothing looking out of ordinary.

    I meant I can't even reach the Bios menu. Tried both reset cmos button and refitting the battery. Still nothing. I've tried without cooler to see if cpu was working and it does heat up so I believe it is getting power at least.

    RAM ?  how many are installed --> what slot are you using
     
    GPU ?
     
    PSU ?
     
    MB is it on a Non-conductive surface or in the case ?

    Booting up the without the heatsink installed....dead CPU.

    Ram: Ddr4 32gb (4x8gb) 3200mhz & ddr4 16gb (2x8gb) 3200 mhz

    Gpu: evga gtx 1080 ftw (not currently installed, problem happens even if installed)

    Psu: supernova 1000 p2 & corsair cx750

    Mobo is on mobo package. It was previously installed on the enthoo evolv atx, it was a close fit didn't feel like I had to forced it. I've checked clearance from the back and nothing seems touching.
