EVGA Gtx 960 4gb ssc and Far Cry 3 with Fps between 15-25

I am testing my new EVGA gtx 960 4gb with different games I have like, Sniper elite V2, 3, Ghost Warrior 2, Sniper elite zombie army 1,2, trilogy, and in all of them I always have about 60 fps or more, but when I play to Far Cry 3 I am always under 25 fps  and I don´t understand why. In menus goes to 31.
 
I´ve tried all different quality options, from low to ultra and always the same frames per second. I don´t know what to do now. I´m running out of ideas.
 
Is it normal?
 
Please, any suggestion?

    Tell us about your computer. Tell us the brand and model of motherboard, CPU, memory, hard drive, solid state drive, and power supply. Maybe you have it listed in your signature or maybe you have a mods rigs page, but some people -- like me -- can't see any of that stuff.

    Really thanks, I did all.
     
    Now in Low settings I have about 40 fps.
     
    and in Ultra settings I have about 30 fps. So I think now:"If I want about 60 fps, or I need a better graphic card than my new evga gtx 960 4gb ssc, or may be this game is not very good optimized"
     
     In options menus I have about 160-180 fps

    Best I could find relating to Far Cry 3, it being in another language.Far Cry 3 is outdated even though the 960 is still around. According to that website (sorry it's in Italian, but it shows the specs they used.)
    Use 2x MSAA, Quality ULTRA, Max Buffer per frame 1, SSAO HDAO. See what kind you get.

    I am using the same configuration from that link, and I have only about 24-30. Seeing this website, I should have between 41 min - 56 max.
     
    May be it´s because I have a mother board with PCI-E 2.0, and my evga graphic card gtx 960 is PCI-E 3.0. , or may be my cpu...If not, I can´t understand the reason
     
    I´ve found a lot of people with fps problems in this game, incluiding graphics card better than my gtx 960

    Try removing Gefore experience, if you already have it.

    Another thing I can understand is I can activate V-Sync, I can see the option but is locked, so I can´t change it.

    Have you tried finding the .ini configuration file for the game, deleting it, and loading up again the game to test?

    If you need help finding that file, I suggest googling it.

    I´ve found the .ini file, but in this game is about saved games.
    I´ve tried what you say with the configuration files. They are in my documents, I´ve tried to delete them, but always it´s the same, only about 30 fps.
     
    Do you think is because I have an old cpu?
     
    I´ve googled a lot , believe me, but still I don´t find the answer for my problem. I´ve found many people have similar problem in this game with fps...weird

    Might be your CPU, and that it's not strong enough. Where is your CPU utilization at?




    Om that note, when you check look at each CPU core and not the overall total - if even one core is at 90+% utilization then that is likely what is holding back the GPU. Overclocking the GPU and the RAM should help alleviate it if that is the case.

    According to Google, Processor: 2.66 GHz Intel Core 2 Duo E6700 is the minimum for Far Cry 3.
     
    It looks to me that the E6700 is very close to the Pentium E5550. While it is the minimum, I'm not sure if this would be the actual issue though. But, it would be a good start to investigate to see how the processor holds up while playing Far Cry 3.

    Every time I am more convinced, it´s for my cpu for this game.
     
    Really  Minimum system requirements it´s 2.66 GHz Intel Core 2 Duo E6700, but recommended system requirements about cpu is i3-530 @ 2.9 GHz or better.
     
    Incluiding ram minimum is 4 gb in win 7, I only have 2 gb.
     
    Well, I will update mi cpu, mobo and ram on november, using black friday, and the I will see...Now I must play in this game with 30 fps.

    It looks like there were several changes to that system, but the video card remained the same. If I had to guess I would say a CPU bottleneck was the most likely cause. Thank you for the update turina3!

    It was entirely and absolutely a cpu bottleneck; another system now but the same video card.
