GPU-Z says it has bios version 80.04.EB.00.70 which I think is for a 2GB card.
I flashed a 4GB bios (80.04.C3.00.72) and the display is garbled.
It has memory on both sides of the PCB and memtestCL can allocate more than 2GB.

You should contact EVGA support by submitting a ticket for your video board and request the proper BIOS from them to avoid problems with both the warranty and display issues.

Your GPU-Z screenshot clearly showed 4096 MB of memory. I don't know why you believed that you had 2 GB firmware.

As suggested, contact EVGA directly in order to receive the correct firmware.

I downloaded the bios update for my card from EVGA, that's what gave me the garbled display.
When I look at the TechPowerUp Video Bios Collection, 80.04.EB.00.70 only applies to one card (EVGA GTX 770 2048 MB SC ACX).
The correct bios for my card should be 80.04.C3.00.72 (same as download from EVGA), it doesn't work.
Card is out of warranty, I'll try support though.

Thanks for the link, I tried that one, no go. EVGA support was helpful as they got me to THINK.
2GB and 4GB cards can use the same version, so what I have (80.04.EB.00.70) is okay and the latest.
EVGA did lead me on a goose chase with a download that isn't for my card. Perhaps I have the last
revision of 04G-P4-3774-KR, something is different.

On the backside of the card it will tell you which vbios came loaded with it from the factory. That is the vbios you need to be using.

wow im having this exact issue with the GTX 770 Classified version... they must have ****ed up hard on a whole batch flashing the eeproms to the 2gb on the 4gb cards then didnt say anything about it.

Or, the OP and you are both mistaken in thinking that it is a "2GB BIOS".  Like, what is your or the OP's evidence that it is a 2GB BIOS?  The OP believed that it was the wrong BIOS, flashed a different BIOS to the card, hard problems, and then had to flash it back to this "wrong" BIOS to get the card working properly again.

I suggest that you reconsider.  Maybe there is nothing wrong with this supposedly "wrong" BIOS. ;)  When 1 person discovers that this BIOS is "wrong" every 5 years, maybe that's not a lot of evidence.
