EVGA GTX 750 ti not recognized in Dell Optiplex 990

I just picked up a Dell Optiplex 990 (Intel i7-2600 w/32 GB of RAM) and moved my EVGA GTX 750 ti from another system into this one.  The card goes completely unrecognized by the system.  I have physically removed and re-installed it several times to no avail.  The GPU's fan spins up when I power-up the system, but the bios doesn't seem to recognize the card exists.
 
I have uninstalled all video drivers, shutdown, moved to the HDMI cable on the GTX 750 and restarted.  Nothing-- the GTX 750's HDMI port isn't producing video.
I checked the bios for a way to disable the onboard video chip, but there are no video settings in the bios at all.
I checked Dell's site and updated all of the other system driver and reflashed the bios to the newest firmware.  Nothing.
I reconfirmed that this version of the GTX 750 ti does not have an additional power cable.
 
This card was working fine yesterday in an older Dell (Optiplex 745).  
Anyone have any other suggestions?

    Did you plug in any additional pci-e power connectors?  Usually a dedicated GPU will also require another 6 or 8 pin connection from the PSU.

    What is the part number of your 750 Ti?
     
    How many watts does your 750 Ti recommend?  Something like:

    I was referring to the 750ti, but after googling I see that card doesn't use an extra power connector it runs just off the motherboard.  It should be plugged into the x16 pci-e slot and if seated all the way should work.  Unless maybe the 750ti was damaged when moving between systems.  Here's the 990 tech book: http://clascsg.uconn.edu/download/specs/O990.pdf Do you know which system is yours (mini-tower, desktop, or small form factor)?

    Yeah, that's the part where I said that I had reconfirmed that this card doesn't have an additional power cable connection.

    Right.  Still think its a power issue.  That mobo isn't getting enough juice to run the card off of the pci-e lane.  Like coolgtx is saying.

    Make sure you're running the latest motherboard bios. The latest motherboard bios can be found here under bios. O990-A19.exe is the one you want.

    I've had some more time to play with this system this evening...
    I moved the card back to the original system and it works fine there.  As I said previously, that too was a Dell, but a desktop system with a crappy PSU in it (220W).  When installed, the bios shows a video option that allows you to specify to auto-detect or use the on-board video.  I don't believe there's anything wrong with the GTX card.
     
    I also double-checked the BIOS firmware... I confirmed that I am running the latest version (A19) and even re-flashed it just to make sure.  I didn't expect that to make a difference, because I had updated the BIOS during my initial trouble-shooting.  As expected-- no dice.  The BIOS doesn't recognize the card.
     
    I dropped a less-capable Radeon card into the machine (in the same slot) to confirm that the slot is working and the bios auto-detected the video card as expected.  
     
    So I am back where I started, which is really nowhere.  If the problem is that the motherboard isn't providing enough power to the video card, what are my options?  Will upgrading my PSU to a higher-wattage unit fix the problem, or is the problem simply that the motherboard won't provide enough wattage to the slot regardless?

    Just for kicks, I just swapped over to a 305W PSU, which is only marginally better, but it's the only thing I had lying around.  The additional wattage made no difference at all.

    If it's the motherboard you will most likely need to return the card you have and purchase a 750 ti that requires a 6-pin pci-e cable.

    According to the 990 specs (link provided by snow-lightning above), The PCIex16 slot that I have the card in provides up to 75 watts.  The machine optionally ships with a Radeon HD6670 video card, which draws up to 68 watts.  The Radeon that I dropped in as a test is a HD6450, which is only a 20W card, so that doesn't push the boundary.  The Geforce GTX 750 ti that I have is listed as a 60W card, which is still well below the 75W max.
     
     
    Conceivably, the card is not getting enough power, but I not convinced that is the case.
     
    If my only option really is to buy a new card with an addition 6-pin power connector, what card should I buy?  Should I stay with the GTX 750 ti or is there a better option?  I would like to get something with comparable performance, but don't want to spend more than about $150.

    Hmm. If the 6670 worked in the machine then the motherboard bios most likely isn't compatible with the 750 ti you have. Try disabling secure boot/fast boot and/or enabling the legacy/csm.

    Just to let you know these thing happen. 
     
    At work when upgrading a HP brand PC from on-board Graphics to a PCI slot mounted GPU, it would not work. 
     
    Called HP tech support - their response - only these two specific GPU card will work in that PC.
     
    So, just because there is a standardized slot, does not mean the system is not proprietary = strange rules.
     
    Have you called Dell support?

    I had the same problem: I'd get a blue screen at startup after installing my evga gtx 750 ti in my optiplex 990 mt. After long hours reading different posts and trying possible solutions, I'd finally got it to work!! This is what I did:
    - Change my PSU to 430 watts as recommended by the gpu even if I read it may not be necessary 
    - Updated the latest bios in my pc
    - Made sure that I was using legacy boot option instead of UEFI
    - Disabled the original graphics cards, internal and external, from Device Manager and uninstalled their drivers, in that particular order
    - Lastly, removed and fitted the card several times until it made a proper connection
     
    Fidgeting with the card was the crucial step to finally making it work. Dont know exactly the reason why. Might be that the pci-e socket was dusty or not aligned properly.

    What PSU did you get? I have the dell optiplex 990 sff and installed the gtx 750 ti and I am looking for the best gpu for it.
