Fan can no longer be 0RPM with 1070Ti slave bios

I switched to the slave BIOS on my 1070Ti FTW because I was running time spy and wanted to see if the extra +10% Power would help me clock higher. Now my fan's no longer spin at 0 RPM until 40c with this slave bios. The fan curve graph now has a dotted yellow line just below the 20% fan speed mark, fans still follow my custom fan curve but now just stay at 600rpm when idle and no load. 
 
Is this a "feature" of the extra power bios to help you keep temps in check or something that I can change?

    Slave Bios will always have a minimum fan speed. Primary Bios has “0” RPM mode, but slave does not.

    When you make a change make sure the Computer is Off and the PSU is off or unplugged before you change the Bios Switch.
