Extremely Low Clock speeds on startup?

When computer first starts XOC registers clock speeds of 139MHz for GPU clock and 405 MHz for Memory. If I start a program, lets say firefox, it jumps to default clock speeds of 1721 and 5602 for about 2 seconds then goes back down.
 
Also, If i select OSD or Share from the menu the default clock speeds will enable. However, once i disable OSD they come back down but by selecting share they stay at the default speeds until next boot. I was wondering if this was normal to have such low clock speeds at startup? I have my NVIDIA driver set to maximum performance so not sure why clock speeds start at such a low setting? Possible bug?
 
Everything runs fine in my games and OC settings come on as they should with correct clock speeds being shown. I tried doing fresh installs of both driver and XOC. I have attached some SS. Any ideas or info would be helpful.

Edit: Forgot to add that prior to installing XOC, CPU-z identifies proper default and boost speeds. After i install XOC CPU-z identifies default as 139/405. What gives? Attached more SS.

    I think I found a possible conflict between XOC and geforce experience? When i open geforce experience with no games running the default clock speeds come back. If i close it. It goes back down. Thats also with in-game overlay disabled.

    Now if I have in-game overlay enabled and close geforce experience the default clock speeds stay on until reboot. Not sure why this would effect the default clock speeds as those should always stay the same.
     
    I am using latest drivers and latest geforce edition.

    Normal. If you want your card to run at max speed all the time simply enable kboost.

    Normal to down clock that low on its own? When default is set to 1721/5602. Seems like it should stay at base clock speeds as thats what they are. Base clock speeds.
     
    Why would they then stay at default clock speeds when geforce experience is open and closed? Seems like odd behavior.

    Yes.
     
    Because 3d applications will cause the card to clock up. Running max performance inside the nvidia control panel under the gloabl settings tab will cause the card to run at a higher performance level when 3d applications are running. You should have your gloabl power management mode set to adaptive.

    139/405 are the default (normal) idle clock speeds.  They will increase as needed when opening/running various apps, browsers, games etc.  You will also notice the voltage increase/decrease as the clock speeds change as well.

    It's normal by default and design for the GPU to go into power saving mode and downclock when GPU load is low or no 3D apps/games are running..Setting Prefer maximum performance in the NVIDIA Control Panel keeps the GPU clock from going below GPU base clock speed while still allowing boost clock speed, but all only when 3D apps/games are running..Precision's OSD will cause base clock speed when Prefer maximum performance is enabled..The GeForce Experience window will cause base clock speed when Prefer maximum performance is enabled..The GPU will downclock now even though Prefer maximum performance is set and when no 3D apps/games are running, unlike it used to be..Precision's K-BOOST sets the GPU at it's boost clock speed at all times.
     
    Things need toggled on/off sometimes to reset or apply/reflect changes..Toggling OSD in Precision will trigger the new GPU clock speed after a few moments when the Power management mode is changed in the NVIDIA Control Panel..Toggle the In-game Overlay in the GeForce Experience Settings, then close the GeForce Experience window to reset it..Should probably not need to reboot by toggling these things when clock speed seems stuck or wrong.
     
    This is all how it works for me here with newer drivers and Precision XOC.
     
    Both Precision and GeForce Experience are a little quirky and you get the double whammy using both..You might get used to it..Update CPU-Z or try GPU-Z, but go by what Precision says.
     
    You can Disable Hardware (GPU) Acceleration in Firefox, Chrome and IE so that they don't boost the GPU clock when simply browsing.

    chrome will also cause the clock to go up since it uses gpu acceleration
