Experiencing Low Fps in PUBG

Hi guys
I played PUBG sometimes recently and my fps is really low, when i put all the settings to Ultra, the FPS is only 36, and when I put three ultra( rest are extreme low), my fps is between 60-80;  
The following is the info of my desktop:
CPU: Intel® Core™ Processor i7-9700K 3.60GHZ 12MB Intel Smart Cache LGA1151 (Included)
Motherboard: ASUS Prime Z390-P ATX w/ WiFi 802.11AC RGB, USB 3.1, 2 PCIe x16, 4 PCIe x1, 4 SATA3, 2 M.2 SATA/PCIe (Included)RAM /
Video Card: EVGA GeForce RTX™ 2080 Ti XC GAMING 11GB GDDR6 
I tried to update the latest version of the driver, but it still doesn't works

    Is your cpu & gpu reaching the advertised speeds of your hardware when you're playing?

    How would I be able to do that ? I went into BIOS, but I didn't see anywhere I could change the Speed of the hardware.

    You can use the program msi afterburner to log your cpu & gpu speeds while you play.
