Evga 960 fans not spinning

So yesterday I moved some files from my SSD over to my HDD and then got off. Today I was gaming and the game was freezing. I saw my gpu was running at like 100% and taking 3gb of ram.
So i looked in my case and the fans were not spinning. I pulled the card out and put it back. It will spin on start up but once windows loads they will stop spinning. I have also uninstalled and reinstalled the driver. When I run EVGA precisionx I can force the fans to spin but I know that is not right.What could be causing the fan to only spin on startup or only when force to spin via software? I tested it last night and they did not kick on until 65-68c which I know is not right. I remember it never really went above 60 without the software so I know something is not right

    By default, the fans on ACX Cooling cards won't turn on until the GPU temperature reaches 60C, the fans only run when necessary and turn off during idle/low temp unless default fan control is overridden with software like EVGA Precision or MSI Afterburner.

    If it's a card like a GTX 960 SC that has Quick Switch Dual BIOS, the fans will always run when the BIOS switch is in the Secondary/Slave position without software fan control.

    So check the BIos? I’m sure it is the ssc version with 4gb. But mine did not kick on unti 65 I sat and watched them. I mean I play that game and it never froze and task manager said it was running at 100% bc it was so hot

    The little QSD BIOS switch is located near the 8-pin PCIe power connector on the SSC card..If you flip it to the Secondary/SSC/Performance position and restart your PC and the fans should run all the time.
     
    And as you know, you can Creat a Custom Fan Profile or use the 'Aggressive' preset to help keep it cooler.
