Error 481 when I go to buy a GTX 1070?

I’m trying to buy the B-Stock GTX 1070 for 239.99, but I keep getting Error 481. Any thoughts?

    log out, close browser, clear cache & test again if it fails again --> Call EVGA Customer Support  https://www.evga.com/about/contactus/
     
    Use Anyone's Associate Code & save an Additional 5% on your GPU 
     
    EDIT:
    EVGA B-Stock, Recertified (-RX, etc.), and products with a DOA-Only Warranty are expressly excluded from the list of Qualifying Products.

    It says that my cart has no items that can use an associate code. Is it because it’s B-Stock?
