Doesn't matter if I move the temps to 88C, doesn't matter if I limit fans to 60, the card will always ramp up to 3600RPM+ whenever it hits 77C and stays there.
 
The situation is the same using either precision X1 and the in-built nvidia tuner.

    It does ramp back down. Problem here is I want the fan to be more quieter: I moved the GPU temp limit to 88c but it still locks itself to 77c.

    In that case it sounds like the vbios on the card has aggressive temp/fan settings set within it. It's normal for a card to override your settings if things get too hot. 77c is within normal operating temps though, so it shouldn't be happening at 77c.

    Odd thing is it wasn't like this a year ago. But I don't remember when this started. What could be a possible fix?

    Since you have a single vbios card I would suggest contacting evga support first to see if they have a updated vbios for your card that may fix the issue. Last thing you want to do is brick your single vbios card by attempting to flash a different vbios to it.
     
    If evga support doesn't have an updated vbios for your card you could try the following... https://www.overclock.net/threads/bios-flash-for-evga-rtx-2080ti-black-edition-non-a-non-binned-part-11g-p4-2281-kr-with-pics.1736176/ to see if that palit vbios will keep your card from spinning up at 77c. If the palit vbios does fix your issue then the vbios is the issue.
     
    If you end up bricking your card you can try recovering it with nvflash by running another video card in your system along side your 2080 ti, or use the igpu in your system if yours has one to try and recover flash it with nvflash.     I'm having the same issue with the same card once it hits 77.  Overrides everything and goes full blast.  It is very annoying sounding.  Glad I found this thread before I wasted time trying to figure out what was going on.

    same here,, tried setting the fans using the utility precision X1, and it is not very intuitive, and often it will also try to move other settings and cause the graphics card to crash and ctd. Try and just move the fans, and I can't even find the setting to change from C to F degrees. Even if I cannot set that, the fan settings are mired in a bunch of complicated setups. I would prefer to use a nvidia utility, but, if I have to wil use another brand. I think the issue is as with all utilites, it becomes bloatware...

    Support gave me a copy of the new firmware but not much has changed. It still locked to 78C

    I would advise taking the cooler off and replacing the thermal paste on the core.

    The temperature you see is the average temperature. But there are additional sensors you don't have access to which can detect hot spots and ramp the fans up into a protection mode when a hot spot gets too hot.

    What happens is the thermal paste works its way out to the edges over time due to thermal cycles. This leaves voids in random locations. If an area has a void, the temperature can be high there without you being able to detect it, the average temperature can remain relatively low, and yet the fans will still ramp up and down.

    This has happened to other people where replacing the thermal paste solved the problem. Your card is old enough to have enough thermal cycles to make this a likely cause.

      The fan closest to the mounting bracket and video ports frequently spins loudly at full speed non-stop regardless of temperature and fan controller input. Occasionally the GPU will behave as expected but more often than not, "Fan 1" will fail to report its speed and ignore all settings while trying to fly away. The card often reports a fan speed of "0" while sounding like a leaf blower. The GPU will read a rather cool 26C at idle/light use, while Fan 1 one runs at full speed for no valid reason, or sometimes bounces between 700 and 81,000RPM (yeah, it thinks it's spinning at nearly 100K RPM according to EVGA's "Precision" X1 software, and alternatively during troubleshooting, within MSI Afterburner - I don't run both at the same time). I have re-seated the GPU in 2 different PCI-E slots, everything is clean and free of dust. I have seen a trend in faulty 20 series cards, and EVGA overall appears to have experienced steep decline in product quality the past several years, and shortened, more restrictive warranties.

    That's not the OP's symptoms. I think replacing the thermal paste can fix the OP's problems as the exact same symptoms have been resolved by the exact same solution in the past.

    Your card sounds like it has a fan controller or fan wiring issue. You should consider RMAing it.

    That "seemed" to work, the temps cap out at 75C and the fan RPM doesn't go above 2800, but I can't tell if the thermal cap is still there.

    I would like to retract my previous statement, on running the new and demanding halo infinite, the card would not go over 78C, but the fans do not ramp up as before.
     and this is my settings

    Was this easy enough to do? How long did it take you?

    repasting is not hard, even as a first time for me it only took 20 minutes removing just the philips screws.
