EVGA Z690 MCU device disconnecting in Windows 10 repeatedly - can you pls help?

Doing a new build featuring the Z690 Dark Kingpin motherboard. Did a clean Windows 10 install. Every few seconds, a device called EVGA Z690 MCU appears in the Windows device list, then disappears. System stutters for a moment. Repeats every few seconds. System is unusable for gaming due to the stuttering.
 
Related stuff:
> BIOS version 1.14 (same problem for 1.15 and 1.00)
> ELEET software tries to perform a firmware update, shows starting dialog box, but shows no progress and hangs.
> Same problem in Windows 11
 
Any help or suggestions greatly appreciated... Tks...

    Have you installed all the drivers, including the Intel ME drivers?

    Hi LeeM. Thanks for the reply. Yes all drivers are installed from the USB key that came with the board.
     
    Based on your suggestion I updated the Intel ME drivers to most recent version 2216.16.0.2805 dated 6/15/2022. The version on USB was 2131.1.4.0 dated 7/27/2021. 
     
    Unfortunately the problem persists. Please let me know if I should try anything else. Or should I RMA the board at this point?

    If you don't mind, let me kick this issue over to our MB team to take a look first before proceeding with an RMA.
     
    Which Windows build version do you have?  Open command prompt and type in "winver" and post that here.
     
    Although this feature is disabled by default in Windows 10, have you enabled the Memory Integrity feature?

    Memory integrity feature off according to Windows Security > Device Security > Core isolation details

    Our MB team feels that this sounds more like a hardware issue, so I'll have someone from our Customer Service team reach out to you to get this board replaced.
