Your SATA SSDs work off the board's PCH bandwidth (Platform Controller Hub) not the CPU's available PCIe lanes.

Yes, the M.2 Key-E slot uses the PCH bandwidth as well. For the Z390 Dark, CPU lanes are split with PCE-E slots 2 & 4. The PCH splits lanes with slot 3 & onboard accessories. See page 26-27 in pdf manual. You can have: (PE is label for PCI-E slots on MB) (CPU PE1 x16) + (PCH PE3 x4) (CPU PE1 x8 + PE2 x8) + (PCH PE3 x4) (CPU PE1 x8 + PE2 x4 + PE4 x4) + (PCH PE3 x4) (PM is M.2 slots on MB) Installing an M.2 in PM1 will disable U.2 port PU1 Installing an M.2 in PM2 will disable PCI-E slot PE3 Thus, adding the 2nd M.2 in PM2 disables slot PE3, so cannot use PE3 if you need (2) M.2. This leaves slot PE2 & PE4. Adding anything in these will drop GPU PE1 shared lane to x8. X299 or any other chipset is different, but there's more CPU lanes to share depending on CPU model. Every MB maker has different lane sharing setup so plan your equipment and match to MB or sacrifice equipment based on MB combination options. GPU PE1 x16 GPU PE1 x8 + PE2/PE4 (1 x8 or 2 x4) Card PE3 x4 (but lose PM2 M.2 usage) If you need an x4 card, use PE2 or PE4 and sacrifice GPU to x8. It'll be a minimal hit in GPU performance. Otherwise, find a Z390 with PLX chip or go different CPU. PLX chip is a whole different discussion for another thread.

Thank you for all this explains. What I understand is GPU PE1 X16 + 2 M.2 is possible!!! Anything I put in any of PE2,PE3 OR PE4 will drop PE1 from X16 to x8 that if I have 2 m.2 So I run my system with 1 GPU and 2 m.2 and I will have my GPU at x16 with 2 m.2 no issues !! Thanks very much

PE3 runs off the PCH if I remember right. Here is it from the manual - PCIe Slot x4*
PCIe x4 slot PE3 uses up to 4 Gen 3 lanes from the PCH. This slot is typically used for sound cards, WiFi, USB, LAN or other peripheral cards. Using this slot will have no effect on the bandwidth or throughput of the x16 slots used for SLI because this slot uses only PCH bandwidth.
But if you do use the second M.2 that will use 4 Lanes and disable the PCi x4 slot labeled PE3

EVGATech_JoseR Abe_T82, If you want to run the graphics card at its full 16X speed you cannot have any other PCIe device installed not even a 1X card like the Nu Audio because that is taking 1 lane out of the CPU. You have 3 options: 1. use the RTX 2080 Ti KP on its own to get the full 16X speed 2. RTX 2080 ti KP (8X) + dual M.2 SSD (4x + 4X = 8 lanes) = both combined would use all 16 lanes 3. RTX 2080 Ti KP (8x) + Nu Audio card (1X) and would basically leave 7 lanes available. hope this helps.
Can I run the KPE GPU, Nu Audio, and one M2? That would leave 3 lanes

But, remaining 3 lanes cannot be re-assigned. x4 assigned to PE3 PE1 - GPU x16 using CPU lanes PE3 - NU x1 using PCH lanes PM2 M.2 slot disabled or PE1 - GPU x8 using CPU lanes PE2 or PE4 - NU x1 using CPU lanes PM1 & PM2 available for M.2 usage Unused PE2/PE4 still available. X8 using CPU lanes shared between both slots yielding X4 + X4 assignment.

To answer the thread question, just like 808sting posted: VGA card will run full CPU x16 lanes when installed in PE1 top slot. Other CPU slots (metal ones, PE2, PE4) must be empty. PE3/M.2/U.2's come from PCH, they do not affect CPU lanes, but configuration depends on user preference/BIOS setup. NU card should be installed in PE3 x4 slot, that will leave you only one PM1 slot available for M.2 SSD (or PU1 U.2). If you need both M.2's, then only way is to put NU card on either PE2 or PE4 (or PE1, when VGA is in PE2) and reduce VGA lanes to x8.

+1.... x8 pci-e 3.0 lanes should be more than enough bandwidth if your gaming. Jose r. also said that in post 5 of this thread. If its for mining, crunching, folding, benching etc.... then you may have a argument for mandating that you must have the pci-e 3.0 x16 lanes all to gpu.
